Outlook 2002 wont send test message at home, but will at school

I have two applications that wont send a test messageright now… outlook 2002 and a book inventory database called AMAN, that require a stmp to send a message. On both the test message fails, even though all other tests work… at home. When I took my computer to school, everything worked, no problem. but back at home… doesnt work again. Went round and round with isp (charter) but they were less than helpful and insisted that it was a software issue. Had tech come out and change the modem at my house, and still no luck. I feel like i have tried everything under the sun and still no luck.. any sugestions out there?
