Outlook 2003 Menu in Grey

Sorry I don’t know if i am repeating this topic, well one of our user complained to me that he can’t see any item in file menu item in MSOutlook 2003. Whenever he clicked on any item in menu a grey kind of box opens with blue out line edge. Nothin we can see and nothing he click on it
