Outlook 2003 not working

My Outlook 2003 all of a sudden stops working. In control panel I only have a mail icon without the word mail next to it. When I click on it I get the following error:
A error occured while windows was working with the control pane file MLCFG32.CPL
Please help, I removed outlook and reinstalled no Luck !
