Outlook 2007 Junk E-Mail

I have set the junk email filter option to “no automatic filtering.” There is nothing in my blocked senders listed. Yet, I continue to have things dropped into the Junk E-mail folder, even items that are from people on my safe senders list. How do I get Outlook to stop filtering my email?
