outlook 2007 won’t populate without shutdown/restart

I have a customer (actually my owner) that has Outlook 2007. His email will not populate on a regular basis unless he closes and reopens outlook. We have gone through and set the check for new email settings to 1 minute, however even hitting send/receive will not grab most of, if not all of, his new mail. Anyone have any ideas of what to do?
