Outlook 97 setup

I’m having problems installing Outlook 97 (as a component of Office 97) on network client PC running Windows 2000 Professional in an NT4 domain. After I get Outlook 97 installed, only the administrator profile can be configured. If Outlook is openedin any other profile, then an error box states the program was not registered and to rerun setup. I’ve uninstalled Outlook and Office and cleaned Office and Outlook from the registry. I reinstalled Office and Outlook and got the same error message. The domain and workstation permissions are set properly. What could be cause of this problem and the solution?
