Outlook 98 and remote access

This may sound like a stupid questions, but I cant seem to find the answer anywhere. I work for a company that has a lot or remote access users. We have Outlook 98 installed on laptops with offline folders. We use a remote dialer to gain access to our network. Here is the problem. A user who is working offline want to get new messages. They connect via a phone line and hit the SEND/RECEIVE button. This operation works but in the process for some reason Outlook scans the entire inbox. Forexample one executive has over 400 messages and when he hits the SEND/RECEIVE button it scans all 400 messages just to deliver the one new one that is waiting for him on the exchange server. This can take a long time to complete. I told him to getaround this he can choose the inbox and synchronzie just that folder, but he wants to know why the Send/Receive button works the way it does? Does anyone know why this works this way?
