Outlook and Norton A.V 2000

After installing Norton Anti-Virus 2000, Outlook takes a long to load or fails to load without rebooting P.C. I have tried adjusting the settings in A.V to minimum protection with no luck. This occured on Win 95 & 98 operating systems.
