Outlook attaches att1.html in emails

I have a couple of users that when they receive an email from another user, most of the body of the replied email is located in an attachment in an html format. Usually this attachment is called att1.htm. This is only happening with about two users, they are all using WinXP and either Office 2k/XP/2003.
