Outlook, dial up is moving inbox items

I have users using outlook from home with a dial up connection to our server.
Upon checking their mail outlook is moving the information off the server and into their personal folders still located in their Outlook. Now I need this to stop without closeing the Personal folders. There are still times when these individuals use outlook
that they’re not online.
