Outlook Express for Mac

Error -199
I am getting it on 2 MACs using Outlook Express. Any ideas on what is causing this? The symptoms are not being able to download email in Express. Netscape Communicator works fine so it’s not an IP issue. HEEEEELLLLPPPP!!!!!
