Outlook recipients exceeds the limit

A).I am using Office 97, Outlook.
can I expand the upper limit in the configuration for sending out e-mail? Whenever I want to send information to groups of people, the system says that the number of recipients exceeds the limits of the system.It would really help if I can create a group and/or type in individual names and capture everyone in one message.
How can I create a group also?

B). I have NT WS 4.0. Can someone tell me step by step on how to install network printer and network scanner?
