Outlook Web Access – No Contacts

After installing OWA on NT4.0, SP6a, IIS 4.0 we never see a Contact View from the client. All contact records look like email messages and we are unable to Find or Add contacts. Under the “Compose New” drop-down we don’t get an option for “Contact”.
