Outlook2000 Plan a Meeting Grayed Out in

The Plan a Meeting option in Outlook 2000 C/W is grayed out. I have tried the following all with unsuccessful results: upgraded from Win95b to Win98 SE, removing and re-installing Office 2000 with all of the options for Outlook checked, deleting thepersonal folder and then adding it again, ran Norton’s Win Doctor. Short of FDISKing and re-doing everything, what else can I do to resolve this issue?
