Overtake former IT Boss’ Job with a Proposal

I have been taking a graduate course in IT Management and it has broadened the way I view IT and the management of IT.

I have been working on a new “IT Management Proposal” that I want to submit to the Managing Director of the company I used to work for.

The content of the proposal includes:
Improve company efficiency
Improve project management procedure
Restructure of the IT department

My intention is to replace the former IT manager I used to work for.

My question are:
How to submit the proposal to the M.D.?
What other areas I should include in my proposal?
How should I conclude my proposal to maximize the chance of a personal interview with the M.D. ?
