Password requirements under win2k

My organizations is migrating our Win NT4 domain controllers over to Win2k. One thing we would like to do is have all the accounts under the new Domain adhere to a strict password policy (7-8 chars, & must contain an upper case char(s) lower case char(s) a number(s) and a symbol(s)) I have looked far and wide and cannot figure out how to enforece these password requirements. Any suggestions would be apreciated.
