Pc_anyware conections

Hi & waves to you all, i would like to know who can i be conected to another computer (user)who stays behind another router?. i see him by “tracert” and by ping but still i cant conect with him.
Conection i mean = not via modem!!! ITS BY NETWORK what port i nead to config?
