Permission

Is there a way to allow users to configure/change IP without grant him/she as
a administrator? Or is there a software that require a user to be
authenticated everytime before installation and uninstallation is done in windows XP

I need those because i want to grant mobile users to change their ip address without assigning them as administrator. This is because I want to stop them from installing or uninstalling software.
