Phantom Spikes

We are using NT server 4 (sp6.1a) and the MS Performance Monitor, however we keep monitoring processor activity in the 80’s where it would normally be in the 15’s, yet the Task Manager Peformance monitor shows nothing above normal.

It doesn’t really seem to be affecting anything but it just doesn’t look right.

Anybody know what we did wrong???
