Photo Gallery in Frontpage 2003

when ever i try to create Photo fallery in frontpage and try to save it a pop-up message appears: “To save this page and photo gallery, open a Frontpage based web site, and save the page to that site.”
Kindly tell me what is this message and how could i save my photo gallery.
