photos and music combine

I’m a beginner! My PC is Microsoft based. What software (ideally free) can I use to combine digital photos with music and then burn to a CD? Tried a trial of ‘Photo Movie Creator’ but couldn’t seem to get the photos to repeat such that they would be continually displaying until the end of the music selection. Tks in advance for any suggestions
