Popup killer w/central management

I am trying to find a solution to the barrage of popups that my clients & ourselves are receiving. I don’t know if I’m looking in the wrong place or what, but all that I’m finding are desktop solutions. I need something that I can centrally manage though the MMC or something similar to that. If anyone has any suggestions I would greatly appreciate it.
