Power supply/pci issue

I recently installed a new power supply and graphics card on my desktop. i have them working great, however, the wireless adaptor card has stopped working. The question is, could I have removed power from the pci slots when I installed the power supply? The network card worked fine last night, but I turned the machine on and it does not even see the card anymore. I took some steps, uninstalled the driver and card, then reinstalled the card. Downloaded the new drivers, and attempted to reinstall with those drivers but nothing, So is the card possible bad or is the pci slot not getting power?
