Power User Password

I have a power user that I want to selected “User cannot change password” for. I am runnin Small Business 2003. I’ve gone into the user profile and checked the box, logged off, gone back into see and the box is unchecked. I have gone into the power users group set up and checked the box, logged off, gone back in to check and the box is unchecked.

what am I missing?
