Print Job Restrictions

We have Win2k workstations on Netware 5.1/Zen 3.2 network. Currently users have no restrictions on print job sizes. They will print 300 pages and think nothing of it. How can I restrict their print job sizes and possibly set a monthly quota on the amount of their printing.
