Problem with browsers/restricted user

I have installed Win2000 and have installed both I.E. 5.5 and Netscape 4.76. I set the user up as a restricted user. Netscape will only bring up the new profile window. If you go through the routine, it never goes into the browser. But works fine under Power User.
I.E. 5.5 will not show Shockwave under restricted user, but will work under Administrator.
Does anyone have any ideas of what I should do?
