Prohibit users sending unauthorized e-ma

Application: MS Exchange 5.5 w/SP3

I want to block user sending unauthorized e-mail address.

User can send e-mail to recipient which under global address book only!! (that means the user can’t send to custom e-mail address)

How can I prohibit user to send unauthorized e-mail address?

P.S. e-mail means internet mail
