Project Management Office?

Our county government’s IT department is reorganizing, and I have been assigned to implement a “Project Office” to develop, rollout and manage standardized project development and management standards. We have a broad list of objectives but I’m wondering if other organizations have this type of unit in their IT departments, what they do, maybe charge statements or any documentation that possibly can be e-mailed to me that could assist me in developing a rollout plan?
