Project Mrg. Issues with PWA

I have several Project Mgr. Using Project Server 2003 with PWA and Project Pro Installed on local PC. With in PWA Project Mgr can only open some Project. When unable to open other Projects from PWA user gets error. “The Selected Projects could not be opened in Project”
