Protecting a file with a password

I have some files on a computer, running Windows 98 SE, that needs a password to open and modify. But, I would also like to password protect them so that anyone will need a password to delete them, or copy or move them into another directory. Any suggestions how to do so? A program would also be acceptable. Thank you.
