Proxy Server 2.0 CFG TCP/UDP Ports

How do I configure Proxy Server 2.0 to allow full access (working on definition of “full access” I assume it is inbound and out bound unrestricted for TCP/IP and UDP on a specific port (95). What are the possible problems with the configuration?
