Proxy Server access (ms proxy 2.0)

I am running ms proxy 2.0 and want to restrict some user to acces internet browseing,Using IP adrsses how can i configure and give the access to a user?.the network is Peer to peer/Domin network and running win98/nt/2k.clients.. Please can anyone help..THANKX
