Proxy Server LAT

even I added server’s IP (external NIC) to Proxy Server LAT, and assign “Unlimited Access” to all Protocols for Everyone, we still can not access FTP, Telnet to outside proxy from proxy clients (W9x, W2K, TCP/IP), what else I need to set up ?
