Public folders Problem

Hi guys,
I have a problem with my
public folder. I have a Subfolder under
public folder named 2003, and access is
provided to only limited people.
After migrating from NT to 2K,
User’s to whom the permission have been
given are unable to edit, i tried making
them as the owners but i didn’t work.
I also tried importing & exporting i didn’t
work. But when i login with admin id i am able
to edit.
Can anyone suggest any other suggestions
to solve this issue.
