Question on using Excel

I am trying to create a new table in my existing spreadsheet that summarizes the data into a nice table format. The problem is that pieces of data are approx. 20 rows apart. I have tried “=sum (j23)” type formulas but Excel picks up the next roll not the 20th row.

HELP!
