RAS server won’t answer

I am running NT 4.0 w/SP6 on my PDC and I have a client running Win98. I have installed an internal modem into my PDC and configured RAS onto it (it is set up correctly as far as I can tell because in Remote Access Admin the port my modem is connected to is “Waiting for call”). I have also configured DUN on the Win98 client to dial in but when it tries to connect, the server never answers (if I plug a phone into the same wall outlet that the server is on, the phone rings when I dial from the client). Am I missing something here?
