Ratio of testers to programmers?

Are there any good studies that establish industry norms for the composition of Software Development Organizations? I am looking for ratios between different categories of workers. For example testers to programmers, project managers to programmersand so on. I know it all depends on the situation, is highly variable, and is highly specific. But, I have been asked the question and need an answer, if one is out there.
