Reboot and select proper boot device or insert boot media in selected boot

I have been given a computer, which was previously used for business purposes. For security reasons all programmes have been removed. When I turn it on I get the “Reboot and select proper boot device or insert boot media in selected boot device” message. What do I need to do to get the computer working? What is a “boot device”, please?
