Reboot of a Windows 2003 Cluster

I need to do a weekly reboot of a Windows 2003 cluster and make sure that the resources are on the right nodes. I can reboot the nodes using something like shutdown /r /c”Daily Shutdown” /f /d p:4:1 but the first node up gets all the resources and this is an active/active cluster. Any ideas or please point me in the right direction. Thanks.
