Reboot requires Safe Mode boot

Any reboot like after loading an app, requires the system to do a boot into ‘safe mode’. Otherwise, the system hangs midway into the normal boot. After a ‘safe mode’ boot, the system will boot normally.
This started after a format and load of system’s hard drive. Not experienced before
