Recovering a dell optiplex gx240?

I have inherited a Dell Optiplex gx240, and I would like to set up on television as back up computer mostly for media use. I have been unable to get past the Windows XP and Dell startup screens, the computer seems to be looping between the two. Do I need a resource cd and if so where can I get one?
