RedHat 7.2 network config issue

I have a Redhat 7.2 server that I configured on my internal network and tested. Everything worked great. I moved it to the dmz and reconfigured the ip address accordingly. I could ping other machines on dmz. When I reboot, it loses all network configuration and gives the following message while linux boots: “Bringing up eth0, Error. Some other host already uses the address x.x.x.x.” The problem is there is no other system using the address other than the one I just configured and it happens even if I assign different addresses. I have reseated the nic, reconfigured it numerous times, tried different nics, and checked all the /etc/hosts, etc/sysconfig/network, and etc/sysconfig/network-scripts/ifcfg-eth0. Everything looks ok. No pnp OS in the bios settings. Any ideas?
