Remote Database Managment

I have no experience with Database Managment but I have to get some quick. I want to have a database that can be accessed remotely accross the country and I need to make sure the same info isn’t taken by 2 or more managers. I also want to track and log who when and how the database was accessed. Any suggestions on how to learn the basics and the develop the rest?
