Remote Desktop User Permissions

Hi Guys,

Is it actually possible for a standard user within an MS2003 Domain to be allowed permissions to remote desktop?

As we have followed all guides on MS technet and googled this until we can find nothing else that could possibly be set to allow permission.

Short of making the user an administrator it seems impossible to allow this functionality. (This obviously leaving a huge hole in security, and not happening)

Does anybody have a suggestion or fix for this issue as it would be most interesting to hear about and would help me no end.
