Remote Login not working for Root

My brother installed Linux-Mandrake 7.0 on his system, and it works great…he even setup an account for me and I can telnet from a remote location and access my files…but when he tries to telnet and login as “Root”, it says “login incorrect”…
Is there any setting that needs to be changed to allow this, or any other special way to do it?
