Remote printer

Hi, is there anybody can help me plz,
I have 20 users in my company, and I used netgear 110 for my print server. Is it possible for me to give a restriction for my user, such as they just can print 10 pages a day or a month. Do you have any recommended free software that I can use, cos I dont have any budget right now :-).
