Remove/disable/hide Windows Hotkeys in r

Remove/disable/hide Windows Hotkeys in registry

Does any one know how to either remove, disable or even hide all the Hotkeys (or Shortcuts) on a keyboard, in Win 98’s registry? Or how to disable the WinKEY on keyboards. I don’t want to install aprogram to perform this task.
