Remove right click from start menu

I need to be able to remove the ability to right click on the start menu button and select properties.

I am locking down a kiosk, and users are able to get a right click action from the touch screen, and changing the menu to classic view, which then allows an IE browser option.

I want to prevent them changing it from the start menu view.
