Replace damaged or missing XP components

Recently, the PC I’m using stopped running Java. In addition, at the same time, Task Manager disappeared from the Ctrl+Alt+Delete menu and could not be launched from a CMD window. I attempted to download Java from Sun, but the install failed.

Can anyone here give me an idea what may have caused this and how to rectify the situation?
