Requirements Engineering Certification

I find it interesting that the majority of certifications offered to IT professionals are hardware/software oriented. In fact, with the exception of a few, this seems industry prevalent.
I would be interested in hearing opinions from TechRepublic members on the perceived value of a full certification program for Business Requirements Engineering (a.k.a Requirements Analysis). None exists today that offers a program rich with tools, techniques, and a proven approach. Is this needed? Would it have broad industry acceptance? Is this something you and your people would invest in?

I know such a program is on the horizon, based on a user-centric, proven approach that is not well known but has been used by many Fortune 1000 companies overthe last 12 years. It is obvious to me that when 84% of IT projects are not successful, due in great part to poor requirements gathering, something must be done. All responses welcome.
